Osteo Striga used to be available only to those who pre-ordered The Witch Queen or the Deluxe Edition, but has since been made available to anyone who owns the expansion.

How to get the Osteo Striga catalyst in Destiny 2

To obtain the Osteo Striga catalyst in Destiny 2, level the weapon to level 10, at which point you will unlock the catalyst in the Enclave creation screen.

You will need to use Osteo Striga to reach weapon level 10 on this crafted weapon. This might take some time, although since Osteo Striga is such a powerful weapon, it shouldn't cause too many problems.
